PREVAILING WAGE STUDIES
Columbia Releases Prevailing Wage Report, Calls for Reform
Columbia University's Center for Urban Real Estate released the NYSAFAH commissioned report The Complex Worlds of New York Prevailing Wage. The report examines New State's prevailing wage methodology, concluding the system for certifying wage rates is opaque, outdated, and in need of significant reform. Primary report findings include:
The report urges the adoption of median wages as the true "prevailing" wage rate, which are captured by the United States Bureau of Labor Statistics, and average $25/hour for construction trades statewide. Further, a conventional fringe benefits package at 25% to 40% should apply, not the current 70% prevailing wage fringe package. Taxpayers cannot afford to continue paying double the labor cost for infrastructure projects and other public works.
